CITY OF LAFAYETTE
CITY COUNCIL MEETING

January 17, 2012

Call to Order
Mayor Carolyn Cutler called the January 17, 2012 regular City Council Meeting to order at
7:12 p.m. in the Council Chambers at 1290 South Public Road, Lafayette, Colorado. 

Those present and answering roll call were Mayor Carolyn Cutler, Mayor Pro Tem Steve Kracha and Councilors Pete d’Oronzio, Alexandra Lynch, Staci Lupberger, Christine Berg and Brad Wiesley.


Also present were City Administrator Gary Klaphake, Community Development Director Phillip Patterson, Police Chief Rick Bashor, Fire Chief Gerry Morrell, City Attorney Dave Williamson, City Clerk Susan Koster, Recreation and Facilities Management Director Curt Cheesman, Finance Director Robert Wright, Community Life Director Betsy Stroomer, Planning Manager Karen Westover, Financial Advisory Jim Manire and Parks, Open Space & Golf Director Monte Stevenson.  

Public Hearing – Annual Maximum Dwelling Unit Permits
Community Development Director Patterson said the City’s growth management ordinance requires Council to establish an annual dwelling unit maximum for the calendar year prior to January 31. He said the recommended maximum for 2012 is 493.

Mayor Cutler opened the public hearing at 7:16 p.m. and invited interested parties to come forward. Seeing no one, she closed the hearing.

A motion was made by Mayor Pro Tem Kracha and seconded by Councilor Lynch to approve Resolution No. 2012-07 / Establishing the Dwelling Unit Maximum for 2012. The motion passed unanimously.

Lafayette Cemetery Headstone Restoration Project
Planning Manager Karen Westover presented the results of a restoration project, funded by the National Trust for Historic Preservation, the Lafayette Cemetery Fund and the Lafayette Preservation Fund. She showed slides of 18 headstones that were restored with the funding.

Gold Medal Application Video
Recreation and Facilities Management Director Cheesman showed a video that was produced as part of an application for the National Recreation and Park Association Gold Medal Award. He said Lafayette was one of four finalists in the national competition.

Although the City did not win the award, the video will be used to promote Lafayette recreation programs on the City’s website and on Channel 8.

Council Minutes
A motion was made by Councilor d’Oronzio and seconded by Councilor Wiesley to approve the minutes of the  Council Workshop Meeting of December 6, 2011 as written. The motion passed unanimously.

A motion was made by Councilor d’Oronzio and seconded by Councilor Wiesley to approve the minutes of the Regular Council Meeting of December 6, 2011 as written. The motion passed unanimously.

A motion was made by Councilor d’Oronzio and seconded by Councilor Wiesley to approve the minutes of the Regular Council Meeting of January 3, 2012 as written. The motion passed unanimously.

Consent Agenda
Mayor Cutler read the Consent Agenda:

H. Second Reading / Ordinance No. 01, Series 2012 / Rezoning the SW ¼ of the NE ¼ of Section 12, T1S, R69W (a portion of the Stevenson-Nelson Annexation) from DR (Developing Resource) to M1 (Industrial)
I. Second Reading / Ordinance No. 02, Series 2012 / Authorizing the Issuance of Water Revenue Refunding Bonds
J. Resolution No.2012-08 / First Amendment to Public Recreation Trail Easement / William and Mark Stanish
K. Resolution No. 2012-09 / Authorizing Amendment to the South Lafayette Fire Station Pre-SID Agreement
L. Amendment / SoLa Subdivision Filing #1 and #2 Development Agreements and The SoLa Subdivision Special Improvement District
M. Approval / SoLa Metro Districts Service Plan Interpretation Issues

A motion was made by Councilor Lupberger and seconded by Councilor d’Oronzio to approve the Consent Agenda. The motion passed unanimously.

2012 Water Revenue Refunding Bonds
Financial Advisory Jim Manire reported that Standard & Poor’s has rated the water fund bonds as AAA. The rating could save residents upwards of $1.8 million dollars over the next 15 years. City Administrator Klaphake recognized the expertise of Finance Director Wright and his staff.

Recognition / Dr. Martin Luther King, Jr.
Councilor Lynch read a proclamation recognizing the contribution of Dr. Martin Luther King Jr. A motion was made by Councilor Lynch and seconded by Councilor Berg to adopt the proclamation as read. The motion passed unanimously.


National Radon Action Month
Councilor Wiesley read a proclamation designating January 1-31, 2012 as Official Radon Action Month in Lafayette. A motion was made by Councilor Wiesley and seconded by Councilor Lupberger to adopt the proclamation as read. The motion passed unanimously.

 

Adjournment
Mayor Cutler adjourned the meeting at 8:17 p.m.
