Meeting Minutes
Starkey Building 309 S. Public Road

March 5, 2012

Call to Order
The meeting was called to order at 6:30 p.m. by Chair Schwendler.

Items from the Public
Board member Dowling reported that the Historical Society will be hosting a program about quilts, called Hard Times and Soft Covers at the library at 7:00 pm this Thursday March 8th .  Staff member Westover recognized the comprehensive research that Board member Dowling did for a recent demolition permit for a garage. 

Minutes of the February 6, 2012 Meeting        
Board member Dowling moved to approve the February 6, 2012 minutes, seconded by Board member Nimmer.  Motion passed unanimously.

Public Road Survey/Downtown Visioning Workshop Follow Up
Descriptions of Adaptive Reuse of 12 Eligible Properties on Public Road.

The Board discussed:

• 105 N. Public Road, the Smoke Shop building that was previously the Deluxe Liquor building.  The Board had recommended rehabilitation for any changes to this building by protecting the character defining features.  Character defining features were identified as the size and simplicity of the building and the gable roof.  Additionally the materials and the central location of the door flanked by matching windows is a defining feature.  The Board suggested that perhaps the windows could be opened to the street as service windows. 

• 101 S. Public Road, Anspach Jewelry.  The Board felt that so many changes had occurred to the building that short of reconstruction of the original saloon, most changes to the exterior of the build would be fine.  The Board recommended that the original building and roof form be investigated to see if it can be utilized in a building remodel.  The Board discussed how the story of the Blue Bird Café and the Anspach business should be told in some form and displayed within the building.  Board member Swennes described how the entrance on W. Simpson Street was for patrons not wishing to be seen going into the bar.

• 101 E. Chester Street, Scarlet Rose.  This building is recommended to be preserved and maintained as is.  Adding a deck to the west side of the building would be acceptable if it is detached from the building and is no higher than one step above grade.         

• 107 S. Public Road, Metro Brokers was recommended to be preserved with no changes. 

• 111 S. Public Road, former Morrell Graphics.  The Board recommended rehabilitation treatment for any changes.  Defining features included the large glass front windows.

• 100 E. Cleveland Street, former Jimmie’s Lunch.  The Board agreed it was important to tell the story of the restaurant but that the building had been significantly modified and so that any changes to the exterior would be ok.  If possible, restoration or reconstruction of the restaurant would be an exciting option.  

Board member Schwendler offered to take these descriptions and format them similar to other property descriptions. 

List of How Preservation Fits the Visioning Plan
The Board discussed how they wanted to develop a standard set of language to communicate how preservation furthers the visioning plan. The Board discussed how the visioning plan helps to tell the story of why Public Road is unique and that it has resting spots along the street.  Old Town has a collective theme that adds to Heritage Tourism.  The Board also discussed how historic architecture adds to the outdoor dining experience and that authenticity is important to the interest on the street.

Comprehensive Plan Update Discussion
The Board reviewed the Comprehensive Plan Goals and Policies and discussed changes to the various sections. 

2012 Goals
The Board discussed the goals for 2012 and talked about promoting integration of historic preservation with good urban design, working closely with other committees, and exploring opportunities to give input early on development proposals. 

Old Business/ New Business
Staff member Westover noted that the Board may be holding a public hearing in April and it would be more conducive to hold the meeting at City Hall. 

Adjournment
Board member Twitty moved to adjourn, seconded by Board member Nimmer, the motion passed unanimously.  Meeting adjourned at 8:35 pm.
