Budgetary Control
Budgetary control is maintained at the department level by the encumbrance of purchase order amounts prior to the release of purchase orders to vendors. Encumbrance accounting, under which purchase orders, contracts, and other commitments for the expenditure of funds are controlled in order to reserve that portion of the applicable appropriation, is employed only in memorandum in the governmental funds. At year-end, open encumbrances are reported as reservations of fund balances since those commitments are accommodated through subsequent years' budget appropriations.
